MARINE POLLUTION PREVENTION SYSTEM INTEGRATION AND MAINTANCE

The goal of this project is to renew and maintain the operation of the Marine Pollution Prevention Management System for the Environmental Protection Administration (EPA). Five major tasks are conducted this year including the mobile marine pollution event on-line report application design, the marine pollution prevention permit management system renew, publish Environment Sensitive Index (ESI) maps for Taiwan west coast, strengthened the functions of the marine environmental pollution management system, and assist EPA to host International Marine Organization (IMO) Level 3 aboard training courses for government officers in the marine Oil and HNS Spill Management studying. The mobile marine pollution event report application includes two Apps for Android and iOS operating system respectively. These Apps allow EPA authorized personals to inform the pollution event to the related staffs, and to search the nearby facilities and resources around the emergency event site. After three stages (a total of 15 systematic interviews), the marine pollution prevention permit managing system is established which includes 5 kinds of permits. The system provides 3 parts of function which are data maintenance, inquiry, and notice. The project has collected and input the 48 historical licensed permits into the database for the management service staffs to access these data. Based on the Taiwan’s ESI Maps Atlas published in 2012 by EPA, the ESI information of seven counties in western Taiwan are collected, edited and compiled into the ESI map atlas. The atlas includes the introduction, user’s guideline, five types of map indexes, 10 maps of 12-minute longitude-band and 18-minute latitude-band, 19 maps of 6-minute longitude-band and 9-minute latitude-band, 29 pages of map introduction (including titles, captions and notes), and attachments. The 50 copies of atlases have been mail and update for the users. To improve the operation convenience of the marine environmental pollution management system, the resource inquire functions of the system can be by using specifications or facility site’s name. The system also includes email functions to notify the related staff for regular facility confirmation and maintenance. The trend plot for the sea water quality derived from local government also is provided in this system. In the aspect of spatial information system, the digital data of Taiwan’s ESI coastal classification is integrated to the database. Meanwhile, overall website operation, maintenance, information security and technical manuals are accomplished. Three system operation training courses with 102 trainees have been held with propagating the Personal Information Protection Act. A 14-day IMO Level 3 oil spill response management, and HNS spill response management courses for 22 trainees is completed by this project on May 5 to May 18, 2013, in Brest, France. The 22 trainees come from Environmental Protection Administration, Coast Guard Administration, Navy, Environmental Protection Bureau, Marine Bureau, National Kaohsiung Marine University, National Yunlin University, National kaohsiung first university, Formosa Petrochemical Corp. and Fundot Technology Co. Ltd.
